Halton Photographic Competition

GENERAL TERMS & CONDITIONS

  1. The title of this competition is HALTON PHOTOGRAPHIC COMPETITION 2021.
  2. These rules are governed by the laws of England and Wales.
  3. The competition is being run by Halton Borough Council (from herewith to be known as HBC) and will be run in accordance with the terms and conditions set out at Halton.gov.uk/photographic
  4. Photographs entered must be taken within in Halton Borough, Cheshire, United Kingdom within the timeframe 1st January 2020 UNTIL MIDNIGHT 2nd September 2021. The time, date and place (local names, buildings or street names acceptable, viewed from, etc.) the photograph was taken MUST be entered on the entry form.
  5. Entries are open to anyone residing in the UK. Entrants under the age of 18 need the verifiable consent of a parent or guardian to enter.
  6. Entrants can submit any number of photographs, however each photograph can only be entered into one category.
  7. Photographs can be in colour or black and white and must be uploaded in digital form at Halton.go.uk/photocomp21 formatted as JPEG, Tif, RAW, Gif or PNG files. Images should be at least 300dpi. Images can be either landscape or portrait in layout. No video productions will be eligible.
  8. HBC are aware that some image enhancement is possible on digital files. You can enter images that have had blemishes, spots or minor scratches removed. You can have worked on the colour or enhanced the image for the sake of the composition. You can also crop the image to improve composition. We will not accept composite images – entries that stitch two or more separate photographs together to make one image, or entries that superimpose elements photographed separately onto an image. All images must be of one scene only. The judges reserve the right to exclude any image they believe may have been overly re-touched or been treated so as to alter its authenticity.
  9. Any images deemed to be offensive will be disqualified.
  10. Entrants submitting their entry using the online entry from must complete all sections of the form. Online entrants under the age of 18 will need their parents or guardians to fill out the sections asking for their parents name, phone number and email address, and to tick the box consenting to their child’s participation.
  11. The competition closes at 23:59 on 2nd September 2021. Entries received after this time will not be considered. Proof of sending is not proof of receipt.
  12. All photographs will be judged on the following criteria:
    1. Composition and Technical ability
    2. Originality
    3. Public appeal
  13. The photographs will be judged through the following process:
    1. All entries will be assessed by the Communications and Marketing Team within HBC. From this stage the best photographs in each category will be chosen to go forward for judging.
    2. The judging panel will comprise of a councillor within Halton Borough Council, a member of the marketing and communications team and a commercial photographer from a regional publication
  14. All entries must be the original work of the entrant and must not infringe the rights of any other party.
  15. Entrants must be the sole owner of copyright in all photographs entered and must have obtained permission of any people featured in the entries or their parents/guardians if children under 16 are featured.
  16. Where an individual or a residential property, belonging to someone other than the photographer are featured, the photographer must seek permission and be prepared to provide written consent
  17. Entrants must not have breached any laws when taking their photographs.
  18. When taking photographs, entrants should not endanger themselves or others nor take unnecessary risks.
  19. COPYRIGHT: Entrants will retain copyright in the photographs that they submit to the above named competition. By entering the competition all entrants grant HBC the right to publish and exhibit their photographs or any part thereof within any media in perpetuity. No fees will be payable for any of the above uses. Whilst every effort to credit photographers, including in printed reproductions of their work, it cannot be guaranteed that every use of the photographs will include the photographers’ names.
  20. Entrants must ensure that the photographs entered have not been and will not be used in any campaigns or to publicise or promote companies, individuals, organisations or causes.
  21. Any information on the application form for this competition will be held under the strictest confidence and, as with all personal information, in accordance with the Halton Borough Council Privacy Policy which can be viewed at halton.gov.uk/photocomp21
  22. By entering, entrants will be deemed to have agreed to be bound by these rules and terms and conditions.
  23. Halton Borough Council reserves the right to cancel this competition or alter any of the rules at any stage, if deemed necessary in its opinion, and if circumstances arise outside of its control.
  24. The decision of the judging panel is final and no correspondence will be entered into.
  25. Judging will be completed by the end of September 2021 and winners announced on Friday 1st October 2021
